지정판매소 소메뉴 활성 상태를 단일 선택으로 보정

지정판매소 관련 형제 소메뉴가 동시에 활성화되던 문제를 해결하고, bag/admin 레이아웃 모두에서 현재 경로 기준으로 가장 구체적인 하위 메뉴 하나만 활성화되도록 통일했다.
